Regarding clauses in SECTION 32 12 16 HOT-MIX ASPHALT CONCRETE PAVING, I want to verify if the 6mm 3.10 Finished Tolerances apply to speed humps / speed bumps, or only flat road surface?

As long as the Contractor is provided with a profile of the speed bump, the tolerance shall apply.
