Can the Owner act as the Contract Administrator?

On a project under $200,000, can the owner act as the Contract Administrator?

COMMENT

The owner can appoint a Contract Administrator from their staff, but since the CA is in an inherent Conflict of Interest, (they have to be fair to all parties), there may be a shortage of volunteers!

However, because the CA is in a decision-making role, one should be appointed, and they should consult the GCs for the duties and procedures that are embedded in MMCD contracts.
